From what I heard about the meeting, the tone of the discussion was that they would rather let the voters express their wishes now and deal with legal issues later. So I still think the city is likely to challenge this if it passes, though I think if we do a good job campaigning - tying this to transit needs, rising gas prices, and global warming - the initiative will not pass.
