			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>Last night&#8217;s Planning Commission hearing on the College Avenue Safeway went well overall. Sure, the neighbors showed up in force to try to stop the project or at least to greatly reduce the scale of the project. But it was just a scoping session so staff and commissioners repeatedly reminded them to stick to scoping issues and that the merits of the project would be discussed later.</p>
<p>As I listened to speaker after speaker talk about their grave concerns about an expanded Safeway, I realized that they seemed to believe that the cost of doing nothing is nothing &#8211; that if we leave Safeway the way it is, there would be no cost to the neighborhood, environment, or the economy. I&#8217;d like to borrow a concept that Robert at the California High Speed Rail blog came up with about HSR &#8211; <a title="CA HSR Blog - Cost of doing nothing is not zero" href="http://cahsr.blogspot.com/2008/05/cost-of-doing-nothing-is-not-zero.html" target="_blank">the cost of doing nothing is not nothing</a>. Robert argued that not building HSR would end up costing the state much more in the long run, with increased air and car traffic, needs to upgrade airports and highways, pollution, etc.</p>
<p>In the same vein, we need to ask the question: what is the cost of leaving the Safeway as it is now? John Gatewood from ULTRA came up with these questions, about the environmental impacts of leaving the store as is:</p>
<ul>
<li>How efficient are the existing HVAC systems in the present store?</li>
<li>How efficient are the existing refrigeration and freezer units?</li>
<li>How efficient is the energy usage?</li>
<li>How efficient is the existing loading dock? Do trucks need to idle longer because of lack of space, etc?</li>
<li>How efficient is the existing parking lot configuration? Do drivers spend too much time looking for a space?</li>
<li>What is the “embodied energy” of the existing structure, the energy that went into producing the materials used in the existing structures?</li>
<li>What are the energy and carbon footprint coasts of demo’ing the existing structures and can these be recouped in the energy efficiencies and more environmentally sound new construction?</li>
</ul>
<p>Beyond environmental impacts, the current store has real negative impacts on the neighborhood that effect quality of life and local business. In my comments to the Planning Commission last night, I told my story of being a pedestrian that frequently goes to that Safeway, as it&#8217;s a short walk from my home. Getting to the Safeway on foot is a nightmare &#8211; there are multiple opportunities to get hit by cars, and there are multiple times when both car driver&#8217;s and pedestrian&#8217;s views are obstructed. Part of the reason for this is that there are so many driveways &#8211; 9 in total on College and Claremont. Just the fact that the new Safeway will reduce the curb cuts from 9 to 4 will be a huge benefit to pedestrians, bicyclists, and to safety.</p>
<p>I&#8217;ve <a title="Living in the O - Safeway might be stuck with a &quot;patch and paint&quot; job" href="http://oaklandliving.wordpress.com/2008/11/12/safeway-on-college-might-be-stuck-with-a-patch-paint-job/">mentioned this before</a>, but the current Safeway and its huge surface parking lot is a blight on the neighborhood that&#8217;s quite creepy at night. It is also entirely uninviting &#8211; unless I&#8217;m going to Safeway I avoid that side of the street entirely and often just go to a different part of Rockridge that&#8217;s more inviting to do my shopping.</p>
<p>The cost of doing nothing looks like this:</p>

<p>To me, the decision is obvious. I&#8217;m tired of this dangerous, ugly, and uninviting store being the center of the Alcatraz/College/Claremont shopping district. The cost of doing nothing is high, especially when we have the potential for a beautiful designed Safeway with hidden parking and more small, street level stories to keep the neighborhood dynamic.</p>

<p><strong>Tuesday, November 17th – </strong><strong>Oakland City Council Budget Workshop<br />
</strong></p>
<p>Before the regular Council meeting, there will be a special budget workshop to discuss plans for closing the $19 million budget gap. This will be an important meeting, and V Smoothe has given <a title="A Better Oakland - Budget balancing proposal released" href="http://www.abetteroakland.com/budget-balancing-proposal-released-no-new-service-cuts/2009-11-13" target="_blank">an overview of the staff proposals</a>. <p><strong>Tuesday, November 17th – League of Women Voters Forum on State Governance Reform Efforts</strong></p>
<p>If you&#8217;re at City Hall, stop by this event in between the budget workshop and the Council meeting. Years of legislative stalemates, budget deficits, and declining service levels have led many to the conclusion that decision making in California government has become largely dysfunctional. The League has been closely following the growing number of proposals for reform, from changes in the budget processes to a constitutional convention. Several are in initiatives being readied for the 2010 ballots. A representative from the State League will outline these proposals and discuss the League&#8217;s positions. This event will take place from 6:00PM-7:30PM at Oakland City Hall, 1 Frank Ogawa Plaza, Hearing Room 3 (just inside the 14th St. entrance).</p>
<p><strong>Tuesday, November 17th – </strong><strong>Oakland City Council Meeting<br />
</strong></p>
<p>After two hours of budget discussion, the City Council still will have to conduct their regular meeting, and there is plenty to discuss. <p><strong>Wednesday, November 18th &#8211; Planning Commission Scoping Session on College Ave Safeway<br />
</strong></p>
<p>As <a title="Living in the O - John Gatewood: College/Claremont Safeway" href="http://oaklandliving.wordpress.com/2009/11/12/john-gatewood-safeway-at-college-claremont-%E2%80%93-opportunity-to-enhance-an-urban-village/" target="_blank">John Gatewood wrote about</a> last week, the Planning Commission will be holding an EIR scoping session on the College and Claremont Safeway project (not to be confused with the Pleasant Valley Safeway, which already had its scoping session). This scoping session will help determine what the EIR will study, and though public comments should stick to those issues, the neighbors who oppose this project will be out in force in an effort to try to stop the project. Whether you love the current project or not, if you&#8217;d like to see the current monstrous parking lot and ugly store updated, please come to this meeting and help balance the statements made by those who oppose it. <p><strong>Wednesday, November 18th &#8211; AC Transit Meeting: Vote on Accepting MTC&#8217;s Conditions for Fund Swap<br />
</strong></p>
<p>The AC Transit Board will be voting on the acceptance of <a title="MTC conditions" href="http://www.actransit.org/aboutac/bod/memos/97bd39.pdf" target="_blank">conditions from the Metropolitan Transportation Commission</a> (MTC) in order to swap BRT capital funds to operating funds, in order to stave off some of the planned service cuts. If you haven’t been following this issue, check out V Smoothe’s <a title="A Better Oakland - BRT project in jeopardy" href="http://www.abetteroakland.com/ac-transit-brt-project-in-jeopardy/2009-09-24" target="_blank">two thorough</a> <a title="Living in the O - MTC is responsible if BRT is canceled" href="http://www.abetteroakland.com/mtc-not-ac-transit-is-responsible-if-brt-is-canceled/2009-09-28" target="_blank">posts about it</a>. The Board will also be discussing the creation of a funding task force, communication between the Board and the BRT Policy Steering Committee, and an employment agreement with the interim general manager, Mary King. This meeting will take place at 6pm in the 2nd floor board room, 1600 Franklin Street. <p><strong>Wednesday, November 18th &#8211; Community Convergence for Climate Action<br />
</strong></p>
<p>Join the Oakland Climate Action Coalition in celebrating and supporting the community-based solutions we hope to see in Oakland&#8217;s Energy &amp; Action Plan. Don&#8217;t miss this inspiring evening of live performances, free food, and community as we showcase the solutions that will make Oakland a model green city. Convened by the Ella Baker Center, the Oakland Climate Action Coalition is a cross-sector coalition of community-based social justice organizations, environmental experts and advocates, labor unions, and green businesses working for an equitable and just Energy &amp; Climate Action Plan for the City of Oakland. This event takes place from 6-8pm at Laney College Theater, 900 Fallon St @ 9th Street. <p><strong>Thursday, November 19th – </strong><strong>Oakland Bicycle and Pedestrian Advisory Committee Meeting</strong></p>
<p><strong> </strong>Oakland’s <a title="BPAC" href="http://www.oaklandpw.com/Page124.aspx" target="_blank">Bicycle and Pedestrian Advisory Committee (BPAC)</a> meets monthly to discusses bicycle and pedestrian issues. <a title="BPAC November agenda" href="http://www.oaklandpw.com/AssetFactory.aspx?did=3710" target="_blank">This month’s agenda</a> covers the Kaiser Hospital—MacArthur Blvd Median Crossing Design, the Alameda County Union Pacific Railroad Oakland Subdivision Corridor Improvement Study, and Safe Routes to Schools Projects designs. The BPAC is extremely inclusive – any Oakland resident who attends three consecutive meetings becomes a voting member of the committee – so if you’re interested in bike and ped issues, you should consider attending. The BPAC will be meeting from 5:30-7:30pm in Hearing Room 4 of City Hall, 1 Frank Ogawa Plaza.</p>
<p><strong>Thursday, November 19th – Walk Oakland Bike Oakland Meeting<br />
</strong></p>
<p>Come to WOBO&#8217;s Nov. 19th volunteer meeting for an &#8220;advocate training session.&#8221; Have you ever wondered how to get your elected official&#8217;s attention and raise awareness about the importance bicycle and pedestrian improvements in Oakland? At this month&#8217;s volunteer meeting we will have a representative from the Oakland Heritage Alliance (OHA) speaking about effectively lobbying city hall. Some of the topics Naomi Schiff will cover include how to give effective public testimony, and how to work behind the scenes to persuade elected officials to champion a cause. Participants will leave with ideas for effective advocacy. The meeting will be followed by a pub crawl &#8211; not to be missed! <p>Safeway is in the planning stages of replacing the existing store and gas station at College &amp; Claremont with a new store. (Their plans can be found on <a title="Safeway on College" href="http://www.safewayoncollege.com/" target="_blank">their website</a>.)</p>
<p>On Wednesday evening, November 18, <a title="Planning Commission agenda 11-18" href="http://www.oaklandnet.com/government/ceda/revised/planningzoning/Commission/PlanningCommissionAgenda11-18-09.pdf" target="_blank">this project will be before the Planning Commission</a>. No decisions will be made at this time, as it is an Environmental Impact Report (EIR) scoping session to solicit comments from the community as to what should be studied in the EIR for this project.</p>
<p>The <a title="Living in the O - Safeway unveils new design plans" href="http://oaklandliving.wordpress.com/2009/04/30/safeway-unveils-new-design-plans-for-college-avenue-store/" target="_blank">latest version of Safeway’s proposal</a> is an improvement upon the <a title="Living in the O - Safeway community meeting" href="http://oaklandliving.wordpress.com/2008/06/22/safeway-community-meeting-turns-into-public-venting-session/" target="_blank">previous iterations</a> they have shown the community but it could still be better. <a title="ULTRA" href="http://www.ultraoakland.org/" target="_blank">ULTRA</a>, Urbanists for a Livable Temescal Rockridge Area, agrees that the existing store and gas station must be replaced. These two relics from the auto-centric 1960’s have no place in the small-scale urban village that Rockridge has become.</p>
<p>But one of the project alternatives studied MUST include a housing component. We think it is an excellent location for senior housing. This site has very good transit access and it is in an aging community. Rockridge is built-out. There are very few locations where there is even the possibility of building higher density housing. This site is one of those rare locations. This project is an opportunity to do some strategic planning for the future of the neighborhood. We are sure that now and in the future there will be more and more residents who will want to remain in the neighborhood but no longer want the burden of maintaining a single family house. Senior housing at this site would address this coming need. Furthermore Safeway has already partnered with a housing developer at the Mission Bay development in San Francisco. They now have the experience of building a new Safeway with a housing component and they need to bring that experience to this site.</p>
<p>In Safeway’s latest proposal they have small storefronts on the first floor along College Avenue and the Safeway store above. We think the Safeway should be on the first floor BEHIND the small storefronts. This has multiple benefits – It reduces the bulk of the building because the lot slopes up more than a full story in the rear, meaning that the supermarket would be partially below-grade, greatly reducing the visual impact of the store. The storefronts lining College would echo the existing land use, that is, small storefronts close together creating a lively and dense retail experience. These storefronts need maximum flexibility as to their eventual use. Ideally they would be filled with independent businesses and that should remain the goal for these stores. But just because a project has ground floor retail doesn’t mean that there are businesses that can be successful in these spaces. A row of empty storefronts does nothing to help the community.</p>

<p>Putting Safeway behind the storefronts will make these spaces much more flexible. As part of the Conditional Use Permit (CUP) and on an interim basis only, each of these spaces could be used as retail spaces for Safeway’s various departments. Having their various specialty departments with their own entrances on College Avenue could serve as an inducement for customers to enter the main Safeway store. As part of the CUP and on an interim basis only, these storefronts could also be permitted to be used by neighborhood-serving community groups. Having the Safeway store on the first floor would also have the additional benefit of freeing up the second and possible third floor for housing. Housing would not encompass the entire roof space but only the periphery along the avenues, echoing the existing land use pattern along College Avenue. The larger portion of the rooftop could be a parking deck for the store.</p>

<p>Instead of a garage entrance on College Avenue like in Safeway’s proposal, we think there should be a public plaza. The entrance to the first floor Safeway would be at the back of this plaza. What is missing and needed at this end of College Avenue is a civic space, a place for people to gather. This would address that need. We envision this space evolving into a place where small public events such as arts &amp; crafts fairs could be held. This would be to the community’s benefit and it would redound to Safeway’s benefit too because the more attractive the public space outside the store, the more likely it is people will enter the store.</p>

<p><strong>Monday, November 9th – Citywide Zoning Update Meeting for Historic Preservation Issues</strong></p>
<p>As part of the Citywide Zoning Update Staff will be giving a presentation at the Landmarks Preservation Advisory Board (LPAB) meeting. Staff will present some background on existing issues of zoning and historic preservation and how the Citywide Zoning Update will work towards implementing the Historic Preservation Element of the General Plan. Staff invites you to attend to gain knowledge about historic preservation methods being considered for incorporation in the Citywide Zoning Update.  Your feedback will be incorporated into the overall Citywide Zoning Update process. <p><strong>Tuesday, November 10th &#8211; East Bay Democracy for America Meetup</strong><br />

</strong>At their November meeting, Democracy for America will be focusing the marijuana taxation ballot initiative and higher education. The two featured speakers are both East Bay Young Democrats and good friends of mine. Abraham Kniesley from Oaksterdam University will give the status on what the next steps will be to make The Control, Regulate and Tax Cannabis Act of 2010 a reality and what we can do to help out. Edie Irons is the communications director for the Institute for College Access and Success. She’ll be talking about funding for higher education here in California and what impact California’s decisions are having on students. There will be an action item that will give you a chance to walk out after the meeting feeling like you’ve done more than just get some information on education funding, you’ll know that you’ve done something to help frame that debate. <p><strong>Thursday, November 12th &#8211; State Legislature Joint Select Committee on Government Reform Hearing</strong><br />

<p>This year&#8217;s state budget set the record for being the latest, and probably the worst, in California&#8217;s history. This disastrous process has demonstrated loudly and clearly that the current system is not working and that major change is needed to make the Legislature more responsive to the needs of Californians. Because of this, Assembly Speaker Karen Bass and Senate President pro Tem Darrell Steinberg recently established a new special legislative committee – the Joint Select Committee on Government Reform – which our State Senator Loni Hancock been appointed to as a member. This fall, the Committee, comprised of 10 Senators and 10 Assemblymembers, is hosting a series of hearings throughout the state and is expected to deliver a legislative reform package by January 15, 2010. The next scheduled Joint Select Committee hearing will focus on the topic of ballot box budgeting and initiative reform. They will be hearing from experts about the problems created by our current initiative process and finding real solutions to these obstacles to create better governance in California, as well as a more educated and informed electorate. The hearing will be held from 2:00pm – 7:00 pm, at the Elihu Harris State Building, 1515 Clay Street, in Oakland.<strong> </strong><br />

Jingle Town and Alameda artists have joined together to start the Estuary Art Attack, a monthly event held on second Fridays to showcase the area’s galleries, restaurants, and bars. <p><strong>Saturday, November 14th -</strong><strong> </strong><strong>Central Estuary Plan Community Workshop #6</strong></p>
<p>The sixth public workshop will focus on identifying a preferred alternative for the Plan Area.  At this workshop, you will be asked to consider which alternative, or pieces of various alternatives speak to your vision for the Central Estuary Area.  Please familiarize yourself with the draft alternatives and come to the next community workshop to participate in hands-on mapping exercises in the very important task of developing a preferred alternative! Three draft alternatives for the Plan Area were presented at Workshop #5.  Information about these alternatives and all meeting materials can be found <a title="Central Estuary Plan docs" href="http://www.oaklandnet.com/government/ceda/revised/planningzoning/StrategicPlanningSection/Central%20Estuary/#schedule" target="_blank">on the CEDA website in the Schedule+Meeting section</a>. <p><strong>Monday, November 9th – Citywide Zoning Update Meeting for Historic Preservation Issues</strong></p>
<p>As part of the Citywide Zoning Update Staff will be giving a presentation at the Landmarks Preservation Advisory Board (LPAB) meeting. Staff will present some background on existing issues of zoning and historic preservation and how the Citywide Zoning Update will work towards implementing the Historic Preservation Element of the General Plan. Staff invites you to attend to gain knowledge about historic preservation methods being considered for incorporation in the Citywide Zoning Update.  Your feedback will be incorporated into the overall Citywide Zoning Update process. The meeting takes place at 6pm at Oakland City Hall, 1 Frank Ogawa Plaza, Hearing Room One. Through interfaith prayer, song, and reflection, we are “Keeping the Faith” for equality for all people.&#8221; The event is sponsored by California Faith for Equality, Unitarian Universalist Legislative Ministry, California Council of Churches, Progressive Jewish Alliance, Marriage Equality USA, Courage Campaign, Equality California, and many more. <p><strong>Monday, November 2nd – </strong><strong>Women in Prison: The Real Story<br />
</strong></p>
<p>Why do women go to prison and what happens when they get there?  Women generally end up in prison for relatively minor offenses-such as writing bad checks to buy food, or being called an &#8220;accomplice&#8221; when their boyfriend uses their telephone to make a drug deal.  Most have been physically or mentally abused. Some are in prison for finally standing up to their batterer. Health care is minimal or deferred, often to the point of being too late. Children are the silent victims; separation is devastating for them. You&#8217;ll also learn ways you can give support by making a donation or lending a hand. This event takes place from 6-7:30pm at Buttercup Grill, 229 Broadway at 3rd Street. The event is sponsored by the <a title="NWPC" href="http://www.nwpcan.org/" target="_blank">National Women’s Political Caucus</a>.</p>

<p><strong>Wednesday, November 4th – Bay Area Toll Authority Hearing on Bridge Toll Increases</strong><strong><br />
</strong></p>
<p>Via <a title="Capricious Commuter - toll increase hearings" href="http://www.ibabuzz.com/transportation/2009/10/27/a-chance-to-chime-in-before-bridge-tolls-are-raised/" target="_blank">The Capricious Commuter</a>: &#8220;Bay Area bridge operators have scheduled three public hearings on a proposed toll increase on seven state bridges. While bridge operators appear determined to raise tolls, they have many details to figure out. Members of the Bay Area Toll Authority are wrestling with how to revamp tolls to do two new things: collecting tolls from car pools during rush hour periods on all seven bridges, and structuring Bay Bridge tolls so drivers pay more during peak periods, and less during in off-peak times. The affected toll bridges are all in the region except the Golden Gate. The proposal increase would be would increase from $4 to $5 per car except on the Bay Bridge, where the proposal gets more complicated because of the plan to use congestion pricing to encourage more people to avoid the bridge during the rush hour.&#8221; The only Oakland hearing will be held at 1:30 p.m. at Joseph P. Bort MetroCenter, Lawrence D. <p><strong>Wednesday, November 4th – </strong><strong>Alameda County Democratic Central Committee Meeting</strong></p>
<p>Every month, the Central Committee meets to discuss party business and to make plans for the future of the <a title="Alameda County Democratic Party" href="http://www.acdems.org/" target="_blank">Democratic Party in Alameda County</a>. This month, Alameda County Registrar of Voters Dave MacDonald will be presenting on instant runoff voting (IRV), which may be implemented in Oakland as soon as next year. If you’re interested in getting involved with the Democratic Party, this is a great way to do so. The meeting will be held from 7-9pm in the San Leandro Main Library, Dave Karp Room, 300 Estudillo Ave., San Leandro, CA 94577.</p>

<p>Check out the monthly evening of art gallery shows and entertainment in Uptown. <p><strong>Saturday, November 7th – Pro Arts 35th Anniversary Party</strong></p>
<p>Pro Arts announces its 35th Anniversary Party and Box Art Exhibition &amp; Benefit Auction. The event celebrates Pro Arts’ rich history serving regional artists and public audiences, and showcases over 80 original artworks created by artists throughout the greater Bay Area. Pro Arts’ 35th Anniversary Party is free to the public, and includes both a live and silent auction supporting Pro Arts’ Youth Fellows Initiative and annual programs. Artists were invited to create new works with found materials that reflect their own artistic practice. The materials for this year’s Box Art are recycled wooden cubes cut from 6” x 6” wooden beams provided by The ReUse People (TRP). This event highlights the diversity and creativity of Bay Area artists &#8211; with sculptors, painters, photographers, printmakers and others all adapting their work to a 6” wooden cube. The party takes place from 6:00pm &#8211; 9:00pm at Pro Arts and Oakland Art Gallery, 150 Frank H. Ogawa Plaza. <p>Oakland is a rust belt city that just happens to be on the west coast. In some respects we have more in common with Detroit than we do with San Francisco. For example, our city is about 20% larger than San Francisco, so on a fundamental level we have greater infrastructure needs than SF &#8211; more miles of streets to maintain, greater amounts of parks and public spaces to maintain, greater fire and police protection needs, greater lengths of sewer and water service infrastructure to maintain, etc. Yet we have slightly less than half the population of SF and nowhere near the commercial and retail tax base that SF has. Furthermore, like Detroit, our industrial base has faded away over the decades. And according to the US Census Bureau American Community Survey estimates, our population today has dropped about 7% from what it was in the 2000 census. It is unsustainable how we have let Oakland develop over the last few decades.</p>
<p>As some of you know the city has finally started the Zoning Update for the commercial and residential areas of Oakland. This process should have started in 1998 when the city adopted its latest General Plan but, for a number of reasons, it did not. This lack of agreement between the General Plan and the Zoning is what has led to so many conflicts over new developments in Oakland. Our existing zoning is patchwork created over decades to respond to immediate concerns rather than long-term goals. The 1998 General Plan spells out where the city wants to focus growth in Oakland. To their credit the writers of the 1998 General Plan focused this &#8220;growth and change&#8221; on the major transit corridors in Oakland.</p>
<p>The Zoning Update is our opportunity to bring zoning, the details of what can be built where, in alignment with the vision of the General Plan. Updating the zoning to allow for the higher density envisioned in the General Plan will be one step in turning Oakland away from the path Detroit is on. Our city is at the heart of the East Bay. We already have the public transit infrastructure to support more residents using it. We were once a denser, more walkable city. We now need to update our land-use rules so that we can build higher density housing on our transit corridors to respond to how we live today so that we can rekindle the walkability and vibrancy we had 60 years ago.</p>

<p><strong>Tuesday, October 27th – San Leandro Community Forum on Bus Rapid Transit<br />
</strong></p>
<div>San Leandro will be holding several community meetings over the next few weeks to discuss AC Transt’s bus rapid transit (BRT) project.  Though these meetings will be focused on the San Leandro segment, since Oakland’s community meetings have not yet been scheduled, this will be a great chance for Oaklanders to learn more about the project. At the upcoming San Leandro meetings, AC Transit will provide detailed information on the San Leandro draft plan for BRT and collect feedback to present to policy makers. Light refreshments will be provided and there will be a drawing for free AC Transit bus tickets. The meeting will be held from 6:30 – 8:30 pm, with the presentation at 7, at Bayfair Mall, Second floor, near center escalator, 15555 E. 14th Street. The mall is very easily accessible by the 1/1R or the Bayfair BART station.</div>
<p><strong>Thursday, October 29th – Uptown Masquerade Bash<br />

<div>Uptown Masquerade Bash is a great opportunity to support Oakland’s newly restored Fox Theater. This is a benefit event with proceeds going to Friends of the Oakland Fox, who advocate and support the historic preservation of the Fox Theater, as well as proceeds supporting The East Bay Emergency Relief efforts. The event will be an evening of live music, dancing, drinks, food and festivities. Come in costume or purchase a mask at the venue and dance the night away. <p><strong>Friday, October 30th – Roll Up Bike Joust IV<br />

<div>The first Roll Up bike joust took place October 18th, 2008. Since then Roll Up has had 2 more. So this is going to be the 4th Bike Joust we&#8217;ve had in the streets of East Oakland, outside The Roll Up bike shop. Grand prizes for the competitors, as well as raffles and prizes for spectators, 2 varieties of tall bike jousting, unicycle olympics, explosions, and more. <p><strong>Saturday, October 31st – 23rd Annual Piedmont Avenue Halloween Celebration</strong></p>

<strong>Sunday, November 1st -</strong><strong> Fruitvale Dia De Los Muertos<br />
</strong></p>
<p>Dia de Los Muertos (Day of the Dead) is a one-day celebration of ancestors, deceased loved ones and community. This year’s commemoration of “Celebrating the Spirit of Community” will be a gigantic event loaded with activities and displays for the entire family to enjoy! You will be able to view altar making, an interactive display and traditional ceremonies presented in partnership with the Oakland Museum of CA. Over 25 sacred artist and community altars will be displayed, and traditional music can be enjoyed in the area around the Fruitvale Village. The BART parking area will be transformed into a vibrant “Plaza Musical.&#8221; In the Plaza, Oakland Parks and Recreation will offer children’s activities; in addition, Fun n’ Games rides, retail vendors and tasty ethnic foods will be available. International Boulevard will be filled with arts and craft vendors that will offer Dia de Los Muertos and other ethnic merchandise. This eclectic Day of the Dead celebration is a safe, family oriented, non-alcoholic event that is FREE to the public. The event will take place from 10:00 am-5:00 pm along International Boulevard between Fruitvale and 35th Avenues and will be expanded to the area around the Fruitvale Plaza and down 12th Street to 37th Avenue. <div>Woo! The Council has been having a series of long and intense meetings since recess, and this week&#8217;s meeting looks like it will follow in that pattern. First, the Council will swear in Police Chief Anthony Batts. Then, among other items, they&#8217;ll be receiving an update on the <a title="A Better Oakland - A new way to waste money: Municipal ID cards for Oakland" href="http://www.abetteroakland.com/a-new-way-to-waste-money-municipal-id-cards-for-oakland/2009-05-26" target="_blank">municipal ID card program</a>, voting on amendments to the MOU with the Oakland Police Officers Association, discussing new business incentives, receiving an update on H1N1 prevention, and, believe it or not, discussing parking <em>again</em>.  Both items were introduced by Pat Kernighan &#8211; one seeks to make enforcement of the violation of parking in the wrong direction on narrow streets the lowest enforcement priority, while the other seeks to explore increasing time limits at meters in certain parts of the City. <p><strong>Tuesday, October 20th – 40th St Bikeway/MacArthur BART Bicycle Access Improvements Community Meeting</strong></p>
<p>The City of Oakland is seeking to improve bicycle access to MacArthur BART between Piedmont Ave, Kaiser Hospital, and Emeryville. The current recommendations include a proposal to add bicycle lanes on 40th St by narrowing the median from Yerba Buena Ave to Martin Luther King, Jr Wy and from Telegraph Ave to Webster St. There are also complimentary recommendations for 41St St and W MacArthur Blvd.  City Staff have worked very hard to come up with these recommendations that will narrow some of the street medians, maintain the number of car travel lanes and parking spots, add bike lanes and enhance street greenery. Organized by the Longfellow neighbors, Tuesday&#8217;s meeting will focus entirely on the proposed project, including next steps in working with the community. The meeting will be held from 7-9pm at the North Oakland Community Charter School, 1000 42nd St at Linden St.  Jason Patton, the Bicycle and Pedestrian Program Manager for the City of Oakland will be presenting the city&#8217;s proposed plans. <p><strong>Tuesday, October 20th– </strong><strong>Free Urban Bicycle Safety Class<br />
</strong></p>
<div>This class, hosted by the East Bay Bicycle Coalition, consists of a 3.5 hour Traffic Safety 101 Classroom workshop (formerly Day One Street Skills) and a 6.5 hour Traffic Safety 101 Road Class (formerly known as Day Two Road I class) of on-bike instruction. We encourage you to take both Day One and Day Two and to entice you to do so, we’ll give you a free front/back bike light upon completing the class. If, however, your time is limited, sign up for a Day One class. You can always take a Day Two class later. The class will take place from 6-9:30 pm at Kaiser Medical Center, 3801 Howe St, Fabiola Building Room G65B. <p><strong>Wednesday, October 21st – </strong><strong>Laurel Outdoor Movie Night on the Patio</strong></p>
<p><a title="Oakland Food Connection" href="http://www.foodcommunityculture.org/" target="_blank">Oakland Food Connection</a> and Trattoria Laurellinos welcome the return of the Laurel Outdoor Movie Night on the Patio. This month they will be featuring a great food justice documentary entitled FOOD FIGHT! A film by Chris Taylor, the documentary discusses how industrialized agribusiness is taking over the American food system and how grassroots organizations and community groups are working to change that. After the film there will be a brief discussion with members of Oakland Food Connection and California Food and Justice Coalition. The event will be held from 7-10pm at Trattoria Laurellinos, 4171 Macarthur Blvd. Popcorn and refreshments will be provided. Suggested Donation of $5.</div>
<p><strong>Wednesday, October 21st – NAPAWF BENEFIT for Disaster Relief Efforts</strong></p>
<p>Please join the National Asian Pacific American Women&#8217;s Forum, NAPAWF Bay Area for the Bay Area relief efforts to support the people of Indonesia, Philippines, Samoa, Vietnam, and areas that have been affected by the recent earthquakes and typhoons.Typhoon Ondoy hit the Philippines with severe rains and flooding Sept. 26, followed by Super Typhoon Parma Oct. 2. These two storms left major damage to the region&#8217;s infrastructure and the increased flooding is expected to breech dams already at overflow capacity. In Indonesia, more than 80 percent of the local structures including schools, hospitals, local buildings and shops have been destroyed. Cumulatively, the typhoons have killed more than 3,000 people and injured thousands in calamity affected areas. Communities all around the country are standing in solidarity for our brothers and sisters who are still in the struggle for adequate shelter, food, water, and family reunification. <p>The Oakland Civic Orchestra opens its 2009-2010 season with Concert Romantique at a free concert. The program includes Vieuxtemps&#8217; Violin Concerto No 5 in A Minor, featuring guest soloist Alina Ming-Kobialka, a finalist in the Oakland-East Bay Symphony Young Artist Concerto Competition; Bizet&#8217;s L&#8217;Alesinne Suite No 2; and Berlioz&#8217;s Love Scene &amp; Queen Mab from Romeo &amp; Juliet. <p>Via EBMUD Director Andy Katz: &#8220;The EBMUD Board of Directors will consider adopting the Water Supply Management Plan 2040 to meet our water needs over the next 30 years on Tuesday afternoon, October 13.  While the Plan includes increased water conservation programs, recycled water projects, rationing during worst-case droughts, securing water transfers and groundwater storage, it also includes desalination, and expanding Pardee reservoir with a new dam. The proposal to expand Pardee Reservior would flood 1200 acres, including nearly three miles of riparian and scenic stretch of the Mokelumne River that is used for whitewater recreation and fishing.  I support managing our water supply relying on groundwater storage, recycled water, rationing at 15% in severe worst-case droughts, and increased investment in conservation programs to avoid the environmental impacts of a new dam that would destroy our natural resources. Public involvement is essential to achieving an environmentally responsible water plan that reflects the values of our community.&#8221; The Board of Directors meeting will be held at 1:15pm on the 2nd floor of 375 11th St., Oakland. <p><span style="color:#ff0000;"><strong>POSTPONED &#8211; Tuesday, October <span style="text-decoration:line-through;">13th</span> 20th – </strong></span><strong><span style="color:#ff0000;">Taste of Temescal</span><br />

<p><strong>Wednesday, October 14th – </strong><strong>AC Transit Board Meeting on Service Cuts &amp; BRT Funding Swap<br />

<p>Ugh, I really wish i could make it to this meeting because it&#8217;s incredibly important. The AC Transit Board will be discussing the delay of service cuts and will be receiving an update on discussions with MTC regarding potential the shift of capital BRT funds to operating funds. If you haven&#8217;t been following this issue, check out V Smoothe&#8217;s <a title="A Better Oakland - BRT project in jeopardy" href="http://www.abetteroakland.com/ac-transit-brt-project-in-jeopardy/2009-09-24" target="_blank">two thorough</a> <a title="Living in the O - MTC is responsible if BRT is canceled" href="http://www.abetteroakland.com/mtc-not-ac-transit-is-responsible-if-brt-is-canceled/2009-09-28" target="_blank">posts about it</a>. The Board will also be voting on a resolution to buy American (I&#8217;m sure this will make Joyce Roy and the rest of the Van Hool haters happy) and a resolution approving a collective bargaining agreement with the Amalgamated Transit Union 192. This meeting will take place at 6pm in the 2nd floor board room, 1600 Franklin Street. <p>At their October meeting, Democracy for America will be focusing on water issues and update the group on the public option. From DFA: “Get an update on the status of the Delta&#8217;s water. While an effort to hand control over Governor Schwarzenegger and his cronies was thwarted, there is still a possibility of it happening while broader issues regarding the water in the state of California could be impacted during the on going budget crisis. Assemblyperson Nancy Skinner, chair of the Assembly Natural Resources Committee, will talk about how she views water resources in California and what role her committee should play in making decisions about those resources. We&#8217;ll also hear about EBMUD&#8217;s efforts to meet our water needs in increasingly dry years. <p><strong>Thursday, October 15th -</strong><strong> </strong><strong>Women of the Black Panther Party and Beyond<br />
</strong></p>
<p>The Main Library will put on a one-day exhibit, Women of the Black Panther Party and Beyond. This exhibit will celebrate the women of the Black Panther Party with photos, art and a short film honoring their service to the community, leadership, and vision. Hear the experiences of women fighting to uplift the community. The exhibit will be up from 2 to 8 pm, with the program starting at 5:30 pm. The Main Library is at 125 14th St. The event will take place downstairs in the West Auditorium.</p>
<p><strong>Thursday, October 15th – Oakland Sierra Club Mixer &amp; Activist Social Event</strong></p>
<p>Join local members of the Sierra Club’s Northern Alameda County (NAC) Group for a fun evening in the Fruitvale transit center. <p><strong>Thursday, October 15th – </strong><strong>Oakland Bicycle and Pedestrian Advisory Committee Meeting</strong></p>
<p><strong> </strong>Oakland’s <a title="BPAC" href="http://www.oaklandpw.com/Page124.aspx" target="_blank">Bicycle and Pedestrian Advisory Committee (BPAC)</a> meets monthly to discusses bicycle and pedestrian issues. <a title="BPAC October agenda" href="http://www.oaklandpw.com/AssetFactory.aspx?did=3686" target="_blank">This month’s agenda</a> covers updated criteria for prioritizing stair and pathway remediation, the 38th &amp; 40th Street bikeways, and new bicycle parking rack guidelines. The BPAC is extremely inclusive – any Oakland resident who attends three consecutive meetings becomes a voting member of the committee – so if you’re interested in bike and ped issues, you should consider attending. <p>Stroll along Broadway with members of Greenbelt Alliance and the Northern Alameda County Group of the Sierra Club. They’ll look at the area along Broadway St. between 23rd Street and I-580. The city hopes to attract more retail here, creating a thriving new shopping district for Oakland residents and others. During the event, they&#8217;ll discuss the opportunities and constraints in welcoming sustainable development to the area, share news about the Project Alternatives, and provide ways to get involved. <p>Tuesday night was a bit devastating for me. I&#8217;ve been working with so many others since February to defeat the OAC, and I had always hoped that if all else failed, the Oakland City Council would come through for us. Certainly, Oakland&#8217;s elected representatives would see that this project would cause more harm than good to our city. But back in February I could have never imagined how seriously the other side would have taken our fight. So seriously that they lobbied the Council for weeks, sent heads of agencies to speak at a meeting and stay there past 1 a.m, and of course, so seriously that they felt the need to distort facts and basically threaten the Council.</p>
<p>Still, the loss was difficult, even knowing that it was a basically impossible fight. So I took the past couple of days to relax and reflect. I didn&#8217;t check email or blogs and barely picked up my cell phone.</p>
<p>I decided to face the world again last night, and went to Rebecca Kaplan&#8217;s birthday party. It was great to see everyone and commiserate about our loss but also to reflect on the powerful fight we had fought. Rebecca told me she&#8217;d do it all over again, even knowing the eventual outcome, and I agreed with her.</p>
<p>This morning I read <a title="A Better Oakland - A few thoughts on the OAC decision" href="http://www.abetteroakland.com/a-few-thoughts-on-the-councils-disappointing-decision-about-the-oakland-airport-connector/2009-10-07" target="_blank">V Smoothe&#8217;s excellent post about why people should stay engaged</a>, despite this disappointing loss:</p>
<p style="padding-left:30px;">The entire reason I devote basically all my spare time to this blog is because I want people to understand and become engaged with their local government. If you are unsatisfied with how your City is run, you <em>can</em> and <em>should</em> do more than yell at the TV or the newspaper, or bitch about your frustrations to your neighbors. <strong>You <em>can</em> change things</strong>. It is not something that is going to get done overnight, or in a week, or in a month. It is hard and it takes persistence and fortitude and the willingness to keep trying in the face of often seemingly overwhelming obstacles and frequent disappointment.</p>
<p style="padding-left:30px;">But it <em>is</em> worth it. Oakland is a wonderful city full of amazing, generous people. It also, like everything and everyone, has many flaws. That’s not a reason to throw your hands in the air and give up hope. It’s a reason to work hard to make it better.</p>
<p>I couldn&#8217;t agree more &#8211; I don&#8217;t intend to throw my hands in the air and I hope you won&#8217;t either. Instead, I want to shift focus and work on some proactive campaigns in Oakland, instead of reactive. I want to work to get more taxi stands, especially in Uptown, Jack London Square, and Temescal. I want to see more public art, especially art from Burning Man artists. I want to do whatever I can to help with the <a title="Business Times - Grant for shuttle" href="http://sanfrancisco.bizjournals.com/sanfrancisco/stories/2009/10/12/story5.html" target="_blank">City&#8217;s awesome plans for a shuttle</a> between Uptown and Jack London Square. And of course, I want to help make sure BRT becomes a reality.</p>
<p>But before that, I need a bit of a break from Oakland politics, and this is perfect timing for me. I recently left my full time job, after four and a half wonderful years there, and my contract with TransForm is now over. I also got engaged recently and I need some time to start planning the wedding. And next weekend, my sister&#8217;s getting married and I&#8217;ll be spending the entire next week in San Diego.</p>
<p>My break from Oakland politics will include a short break from blogging. I&#8217;ll still try to put together the weekly events listing, but otherwise, I don&#8217;t intend to post next week, and I might not post the following week either. I&#8217;ll be back to blogging before the end of October though.</p>

However, the thoughts expressed in my posts on this subject are my own and should not be construed to be those of TransForm.</em></p>
<p>So I really didn&#8217;t think I&#8217;d get to this today, but I have a few minutes of down time so I thought I&#8217;d take some time to break down the misinformation that the Chamber of Commerce is spreading about the OAC. Unfortunately, I won&#8217;t have the chance to write about the other issues coming before the Council tonight, as I had promised, so that feature will have to wait until the next Council meeting.</p>
<p>Since it&#8217;s simplest, I&#8217;m going to use <a title="Chamber on OAC" href="http://www.sfgate.com/cgi-bin/blogs/opinionshop/detail?&amp;entry_id=48984" target="_blank">Joseph Haraburda&#8217;s piece on SFGate</a> as a launching point:</p>
<p style="padding-left:30px;"><strong>Myth:</strong> The connector is too expensive.</p>
<p style="padding-left:30px;"><strong>Fact:</strong> After decades of planning, BART is currently reviewing multiple bids, expected to be far below estimate. Other projects have seen bids 20 to 40 percent below estimate. Lower project costs should result in lower rider fares.</p>
<p>Well, first off, the bids are still private so we have no idea what they&#8217;ll come in at. But yes, everyone does expect them to come in below initial estimates. My response &#8211; so what!? Let&#8217;s just imagine that bids come in at $400 million, instead of the expected $550 million. Though it&#8217;s less money, $400 million is still a ton and really all that would mean is that BART would not have to take out a $150 million loan. That means they&#8217;d still be using up the stimulus funds, Port funds, ACTIA funds, RM2 funds, etc. Also, bids are initial estimates &#8211; most projects run up further costs.</p>
<p style="padding-left:30px;"><strong>Myth: </strong>The connector does not serve Oakland.</p>
<p style="padding-left:30px;"><strong>Fact:</strong> A reliable, fast connection will keep the airport competitive by linking the regional transit network to the Oakland International Airport, which welcomes 10 million passengers each year, employs thousands in Oakland, and generates millions in tax revenue for the city. Also, intermediate stations are part of the design to serve the Hegenberger corridor. This project is good for residents and businesses.</p>
<p>Nobody&#8217;s arguing about the value of the airport &#8211; it&#8217;s clear that it&#8217;s hugely important to Oakland&#8217;s economy. But by BART&#8217;s own admission in the 2002 EIR, the OAC will not draw more passengers to the airport. As for airport workers, it&#8217;s laughable to claim that they&#8217;ll be able to afford the $12 round trip fare.</p>
<p>The idea that an intermediate station will ever be built is almost as laughable. BART has made it abundantly clear that if a station is ever to be built, the City of Oakland would have to pay for its design and construction. And you know, Oakland&#8217;s just rolling in money. If the City is struggling to close a $1 million budget gap right now, how is it ever going to afford to build this multi-million dollar station? Without the intermediate station, the OAC flies over East Oakland and does not serve the Hegenberger corridor.</p>
<p style="padding-left:30px;"><strong>Myth:</strong> A clean bus will be free and faster.</p>
<p style="padding-left:30px;"><strong>Fact:</strong> The train-to-plane connector will run on clean, electric power for a 99 percent reliable ride. There is no transit agency ready to design, fund, and operate an alternative solution. ACTransit is already planning service cuts and scaling back bus rapid transit elsewhere.</p>
<p>He doesn&#8217;t address this, but advocates have not been claiming that a bus would be free (we did claim that it could be free). Our main claim here has been that a bus would have a much cheaper fare than the OAC &#8211; we estimate $2.</p>
<p>This idea that the OAC will be super clean and the bus is dirty is absurd. First, the overhead guideway of the OAC is going to be built with concrete &#8211; which itself pollutes the environment greatly. Second, buses can be run in just as clean a way as trains. They do not need to be run off of diesel.</p>
<p>My favorite line here though is this: &#8220;ACTransit is already planning service cuts and scaling back bus rapid transit elsewhere.&#8221; Um, yes, AC Transit would not have to implement as many service cuts and might not be considering swapping money from BRT if they had received the $6.7 million additional stimulus funds that would have come to them if they hadn&#8217;t gone to the OAC.</p>
<p style="padding-left:30px;"><strong>Myth:</strong> The project takes away jobs.</p>
<p style="padding-left:30px;"><strong>Fact:</strong> BART estimates the project will create 2,542 jobs. Half of the workers will come from BART&#8217;s district, and 25 percent are guaranteed to Oakland workers, specifically. Half the apprentice jobs will go to Oakland trainees. Without this project, Oakland will lose $70 million of federal stimulus money.</p>
<p>OMG! Lies, lies, lies!</p>
<p>Lie #1: &#8220;BART estimates the project will create 2,542 jobs.&#8221; Wrong. As V Smoothe pointed out this morning, BART in it&#8217;s <a title="TIGER jobs" href="http://oaklandliving.files.wordpress.com/2009/10/jobs-tiger-application-oac.pdf" target="_blank">TIGER application to the FTA</a> claims that the OAC would create &#8220;689 direct and indirect jobs during the construction period.&#8221; The bigger numbers that they&#8217;ve been throwing around are generic stimulus job numbers but are not directly related to the project.</p>
<p>Lie #2: &#8220;25 percent are guaranteed to Oakland workers.&#8221; Well, not exactly. BART&#8217;s PLA is weak and only sets hiring goals. There are no repercussions if these goals aren&#8217;t met. But even if we assume that 25% of the jobs will go to Oaklanders, that&#8217;s only 172 jobs!</p>
<p>Lie #3: &#8220;Without this project, Oakland will lose $70 million of federal stimulus money.&#8221; This claim makes me crazy! The stimulus money cannot be lost. If it does not go to the OAC, it will be redistributed based on a formula to all the Bay Area transit agencies &#8211; BART, AC Transit, Muni, etc.</p>
<p>Well, that&#8217;s all for now &#8211; I hope that many of you will join me at the <a title="Living in the O - Stop the OAC" href="http://oaklandliving.wordpress.com/2009/09/28/stop-the-oac-urge-the-oakland-city-council-to-pass-a-resolution-opposing-this-boondoggle/" target="_blank">Council meeting tonight</a> to speak out against this misinformation.</p>

At this TAG meeting, staff will present a conceptual map showing the proposed location of these new zones and a methodology for determining the location of the different height areas. The next meeting will be devoted to a discussion of a proposed map of height areas. The meeting will be held from 6-8 p.m. in City Hall, 1 Frank Ogawa Plaza, in Hearing Room 4 (this is on the 2nd floor). <div><strong>Monday, October 5th – Title IX: Gender Equity in Sports &amp; Educational Programs 37 Years Later, We Still Have a Way to Go</strong></div>

<div>Diane Milutinovich had served as a coach and athletics administrator at California State University Fresno for 22 years when she was told her position was being eliminated due to budgetary reasons.  Yet in the next 2 years, the university&#8217;s athletics budget went up $2 million, and they added 17 new positions.  Spending per male athlete went up $17,000; for female athletes, $8! It took 5 years, but she won her gender discrimination lawsuit.  Diane will share her experience and paint a broad picture of the state of compliance today.  While she will focus mainly on sports programs, she will also discuss the other areas Title IX covers including admission to universities, sexual harassment, and discrimination due to pregnancy or marital status. This event takes place from6-7:30pm at Buttercup Grill, 229 Broadway at 3rd Street. The event is sponsored by the National Women&#8217;s Political Caucus.</div>

<p>After the last Council meeting, I posted <a title="Living in the O - Do you want more City Council coverage?" href="http://oaklandliving.wordpress.com/2009/09/22/do-you-want-more-city-council-coverage/" target="_blank">a poll asking if you&#8217;d like to see more in depth coverage of Council meetings </a>either before or after them. More than half of you said you&#8217;d like to see coverage before, so I&#8217;m going to start that feature tomorrow or Tuesday and will cover the full Council agenda in depth. But so you can plan, the two most contentious items of the night are the <a title="A Better Oakland - parking" href="http://www.abetteroakland.com/category/issues/parking" target="_blank">rollback of parking meter hours to 6pm</a> and <a title="Living in the O - Stop the OAC: Urge the City Council to pass a resolution opposing this boondoggle" href="http://oaklandliving.wordpress.com/2009/09/28/stop-the-oac-urge-the-oakland-city-council-to-pass-a-resolution-opposing-this-boondoggle/" target="_blank">a resolution opposing the Oakland Airport Connector</a>. It should be a very long night again for the Council. <p>Every month, the Central Committee meets to discuss party business and to make plans for the future of the <a title="Alameda County Democratic Party" href="http://www.acdems.org/" target="_blank">Democratic Party in Alameda County</a>. This month&#8217;s program sounds extremely interesting and informative &#8211; “Eye on Alameda County Water Boards” featuring Andy Katz from EBMUD and Marty Koller from Alameda County Water District. If you’re interested in getting involved with the Democratic Party, this is a great way to do so. <p><strong> </strong>LPAB is holding a special meeting this Friday to discuss <a title="LPAB agenda" href="http://www.oaklandnet.com/government/ceda/revised/planningzoning/Commission/LandmarksAgenda10-09-2009.pdf" target="_blank">a proposal</a> to &#8220;Develop more restrictive Demolition Findings based on Historic Preservation Element.&#8221; This is the first step to address demolition findings that along with view corridors were omitted from the recent passage of the downtown Oakland Zoning Update rules. <p><strong>Friday, October 9th – </strong><strong>Estuary Art Attack</strong></p>
<p><strong> </strong>First Fridays are not the only day of the month to check out art galleries. Jingle Town and Alameda artists have joined together to start the Estuary Art Attack, a monthly event held on second Fridays to showcase the area’s galleries, restaurants, and bars. <p>Oakland’s Dimond District hosts this one-of-a-kind Fall Festival, welcoming thousands with entertainment, arts, and ecology. The Dimond continues a tradition as an entertainment destination, begun in the early 1900’s when Beer Gardens and German vacation resorts lined the boulevard. Oaktoberfest will bring world-class beer to the giant tented beer hall, serving steins of traditional German flavors regional brew pub favorites. Highlighting this years festival will be a traditional Biergarten, the Eco Fair, a Kid’s Area with Root Biergarten, a homebrew competition, and vendors from around the Bay. Among many other items, the Council will discuss and vote on an <a title="A Better Oakland - Manicure EMERGENCY" href="http://www.abetteroakland.com/manicure-emergency-in-oakland/2009-09-15" target="_blank">emergency moratorium on nail salons and laundromats</a>, the Public Works Agency performance audit, the City Auditor’s whistleblower program report, and the authorization of incoming Chief of Police Anthony Batts’s salary. That is, they’ll be discussing all of those items if they can get past the most contentious topic of the night – parking. Pat Kernighan, <a title="Living in the O - How to win at the City Council" href="http://oaklandliving.wordpress.com/2009/08/06/how-to-win-at-the-city-council-and-how-not-to-reflections-on-the-pro-parking-campaign/" target="_blank">after being targeted by a pro-parking mob</a>, has <a title="Kernighan parking proposal" href="http://clerkwebsvr1.oaklandnet.com/attachments/23051.pdf" target="_blank">proposed rolling back meter hour to 6pm from 8pm</a>. The problem is that this would blow a $1.3 million hole in the city’s incredibly tight budget. <div><strong>On Tuesday, October 6th, the Oakland City Council will vote on a <a title="Oakland OAC resolution" href="http://oaklandliving.files.wordpress.com/2009/09/oakland-oac-res-2009.pdf" target="_blank">resolution expressing opposition to the Oakland Airport Connector (OAC) project</a>.</strong></p>
<p>On September 15th, <a title="Living in the O - Oakland Public Works to BART: Oakland does have a stake in the OAC" href="http://oaklandliving.wordpress.com/2009/09/16/oakland-public-works-to-bart-oakland-does-have-a-stake-in-the-oac/" target="_blank">the Oakland Public Works Committee questioned BART</a> about the OAC and moved the resolution to the full Council because committee members have come to see that <strong>this project is bad for Oakland and bad for regional users of Oakland&#8217;s airport.</strong></p>
</div>
<p><strong>Make an immediate impact. Call your Council Member today to ask them to vote to oppose the OAC and FOR:</strong> (see numbers below)</p>

<li><strong>A Stronger Economy:</strong> A bus rapid transit connector would have intermediate stops and would be affordable to all Oakland residents.</li>
</div>
<div>
<li><strong>More Jobs:</strong> Reverting OAC funds back to transit agencies would create more jobs than building the OAC.</li>
</div>
<div>
<div>
<li><strong>Better Transit:</strong> A bus rapid transit connector could   be as fast as the OAC, AND the money saved would stop transit   service cuts throughout the Bay Area.</li>
</div>
</div>
</ul>

<div>Costs for the Connector have ballooned from the voter-approved $130 million in 2000 to $522 million. Riders are projected to pay up to $12 roundtrip (in addition to the price of a rider&#8217;s BART ticket) for a slow (<a title="Living in the O - Sign the OAC petition" href="http://oaklandliving.wordpress.com/2009/08/11/sign-the-petition-stop-the-oakland-airport-connector-demand-a-better-connector/" target="_blank">possibly 27 mph</a>), three-mile journey. All of the stops that would serve the local community have been eliminated, removing the economic development aspects of the project. Meanwhile, <strong>there is a <a title="RapidBART" href="http://oaklandairportconnector.com/rapid-bart-alternative/" target="_blank">fast, affordable alternative to the project</a>. </strong></p>
<p>After spending months trumpeting Oakland&#8217;s support of the OAC, BART is now saying that Oakland&#8217;s opinion doesn&#8217;t matter:</p>

<div>But Oakland is going to weigh in, and its voice will matter. This vote is one of our last chances to stop the OAC and to secure a better connector, and we need your help!</p>
<p><strong>There are three ways you can make your voice heard to the Oakland City Council:</strong></p>

<li><strong>Join us on Tuesday, October 6th at 7pm at Oakland City Hall</strong>, 1 Frank Ogawa Plaza to speak in support of the Council&#8217;s resolution and in opposition to the current Connector. <a href="http://cts.vresp.com/c/?TransForm/c18c1ef4a2/TEST/65130addae/eid=142173657482&amp;index=1" target="_blank">RSVP and spread the word on Facebook</a>. Note that the OAC item will be heard after the debate about parking meter times, so it&#8217;s going to be a bit of a long night. Come, fill out a speaker card and give me your number &#8211; then you can enjoy the evening and I&#8217;ll call you when our item is coming up. But whatever you do, make sure to fill out a speaker card by 8pm, or better yet, <a title="Online speaker card &amp; instructions" href="http://www.oaklandnet.com/cityclerk/speaker_instructions.cfm" target="_blank">fill it out online</a> ahead of time. Even if you&#8217;re terrified of public speaking, please fill out a speaker card because you can cede your time to someone else who could use it.</li>
<li><strong>Call your Council Member</strong> to encourage him/her to support the resolution (find contact information below). Calls are very effective, and Oakland councilmembers are usually very responsive.</li>
<li><strong>Email your Council Member</strong> to encourage him/her to support the resolution (find contact information below). If you&#8217;re too nervous to call, an email is the next best thing. Councilmembers read their own email so this is an effective means of communication.</li>
</ol>

<div><strong>Tell the City Council to vote YES on the Nadel/Kaplan resolution.</strong></p>

Huge public demonstrations in the early 1980s resulted in significant changes in the city&#8217;s transportation infrastructure. Since that time, Copenhagen has become of one the world&#8217;s preeminent cycling cities. How did this transformation happen? What changes in policy and design made Copenhagen such a pro-cycling city? What benefits have the city and its people seen as a result? WOBO is a local host to delegates from the German Marshall Fund&#8217;s Transatlantic Cities Network. They&#8217;ll be sharing their experiences and expert opinions on how and why Oakland can become a world-class cycling city. <p>consists of a 3.5 hour Traffic Safety 101 Classroom workshop (formerly Day One Street Skills) and a 6.5 hour Traffic Safety 101 Road Class (formerly known as Day Two Road I class) of on-bike instruction. We encourage you to take both Day One and Day Two and to entice you to do so, we&#8217;ll give you a free front/back bike light upon completing the class. <p>This Thursday, the fifth meeting will be held for for the Central Estuary Plan, which is designed to build a vision and provide a framework to support development and enhancement of the Estuary from Adeline Street to 66th Avenue.  Community Workshop #5 will include an in-depth presentation of three draft land use alternatives. Come share your thoughts about the draft land use alternatives! <div>After a two month long recess, the Council is back in action this week and this first meeting is full of important and contentious issues. Among many other items, the Council will discuss and vote on an <a title="A Better Oakland - Manicure EMERGENCY" href="http://www.abetteroakland.com/manicure-emergency-in-oakland/2009-09-15" target="_blank">emergency moratorium on nail salons and laundromats</a>, the Public Works Agency performance audit, the City Auditor&#8217;s whistleblower program report, and the authorization of incoming Chief of Police Anthony Batts&#8217;s salary. That is, they&#8217;ll be discussing all of those items if they can get past the most contentious topic of the night &#8211; parking. Pat Kernighan, <a title="Living in the O - How to win at the City Council" href="http://oaklandliving.wordpress.com/2009/08/06/how-to-win-at-the-city-council-and-how-not-to-reflections-on-the-pro-parking-campaign/" target="_blank">after being targeted by a pro-parking mob</a>, has <a title="Kernighan parking proposal" href="http://clerkwebsvr1.oaklandnet.com/attachments/23051.pdf" target="_blank">proposed rolling back meter hour to 6pm from 8pm</a>. The problem is that this would blow a $1.3 million hole in the city&#8217;s incredibly tight budget. <p><strong>Tuesday, September 22nd – </strong><strong>Walk Oakland Bike Oakland Meeting</strong></p>
<p>Since attendees of past Volunteer Meetings have asked for more speakers on local bike/ped issues, expect to see more &#8220;special guests&#8221; at WOBO&#8217;s monthly meetings. We&#8217;re kicking things off with speaker Joel Peter, the Measure DD Coordinator, who will get us up to date on the Measure DD projects. We&#8217;ll also talk about the status of WOBO campaigns in progress and leave time for announcements from attendees (just let us know before the meeting that you&#8217;ve got an event or info to share). As always, there will be snacks and lots of bike parking.This meeting will be held from<strong> </strong>6:30-8:30 pm at<strong> </strong>Bay Area Wilderness Training, 2301 Broadway, Suite B – enter on 23rd Street. <p><strong>Wednesday, September 23rd – </strong><strong>Public Hearings on AC Transit’s Proposed Service Changes</strong><strong> </strong></p>
<p><strong> </strong>AC Transit will hold public hearings to present its proposed Service Adjustments Plan and gather feedback from the public. If you’re concerned about losing your bus line or just want to hear more about the extensive service adjustments, these will be important hearings to attend. In October, the Board will likely make its final decision on the service adjustments, taking into consideration all public comments received. The Board could accept, modify, reject, or defer each of the proposed changes. If service adjustments are adopted, they likely would be implemented in January 2010. Take the bus: All lines serving downtown Oakland (also BART to 19th Street). The workshops will be held from 2-5pm AND 6-8pm at the AC Transit offices, 1600 Franklin Street, 2nd Floor Board Room. <p><strong>Wednesday, September 23rd – </strong><strong>League of Women Voters State Budget Forum<br />
</strong></p>
<p>From the <a title="LWV budget forum" href="http://www.lwvoakland.org/VOTER-September-2009.html#hot" target="_blank">League&#8217;s website</a>: &#8220;At the kick-off meeting on September 15 we will have heard about budget issues from a local perspective. What is the state perspective? We will have a resource person from Assemblymember Sandré Swanson&#8217;s office to bring us up to date on the latest information on the state budget. Come learn and talk about what you can be doing to make things happen both here in Oakland and in Sacramento.&#8221; The forum will be held from 6:30-8 PM at Lincoln Court Senior Housing, 2400 MacArthur Blvd. (corner of Lincoln and MacArthur).</p>
<p><strong>Thursday, September 24th</strong><strong> – </strong><strong>Special Meeting of the Public Ethics Commission<br />
</strong></p>
<p>The Public Ethics Commission will be holding a special meeting to discuss proposed amendments to Oakland&#8217;s lobbyist registration act. The commission will discuss 1) whether registration and reporting requirements should be limited to paid, professional representatives of an organization or include volunteer representatives as well; 2) should persons who lobby City officials have to communicate a minimum number of times or devote a certain amount of their time to lobbying before triggering a registration requirement; and 3) should people be except from registering if the communications they make are a) made in writing or at a public meeting or, b) made on behalf of certain non-profit groups that operate on City property and provide a public service.These proposals sprang from a commission hearing in May at which John Klein had launched a complaint against Carlos Plazola for not registering with the City for certain lobbying activities. For background, you should read <a title="Max Allstadt - Public Ethics Commission" href="http://www.abetteroakland.com/max-allstadt-an-open-letter-to-the-oakland-public-ethics-commission/2009-05-13" target="_blank">the account by Max Allstadt of the initial hearing</a> and the lengthy discussion that followed it. <p>The Bay Area Wellstone Democratic Renewal Club will present and discuss&#8221;Americans and the Climate Crisis: Attitudes and Social Change&#8221; featuring Aaron Pope, Director of Sustainability Programs, California Academy of Sciences. <p><strong>Friday, September 25th – Dancing Under the Stars at Jack London Square</strong></p>
<p>Due to the success of Dancing Under the Stars, Jack London Square will offer an additional four-event series of free outdoor dance classes on select Friday nights through the end of September. Singles and couples alike can practice their sizzling salsa moves, learn new Latin dances like the Cha Cha, or do the Hustle while listening to disco. Live bands will add a new level of entertainment to the program. Novices and experienced dancers are all welcome to spend the evening dancing outdoors on Oakland’s celebrated waterfront.  No reservation is required, and all ages are welcome. Dancing Under the Stars will begin at 7:30 PM for professional dance lessons and 8:30 PM for open dance  at the foot of Broadway. This Friday, they’ll be teaching Rumba and Cha Cha.</p>
<p><strong>Friday, September 25th – </strong><strong>Fourth Friday Summer Nights: A Little Princess<br />
</strong></p>
<p>This summer, the Dunsmuir Hellman Historic Estate is hosting <a title="Dunsmuir Fourth Friday Movies" href="http://www.dunsmuir.org/Website_4thFriday.pdf" target="_blank">free movies</a> on the fourth Friday of each month. This month, they’ll be showing Finding Neverland. Via <a title="A Better Oakland - Friday Movies at Dunsmuir" href="http://www.abetteroakland.com/friday-movies-at-the-dunsmuir-hellman-historic-estate-this-summer/2009-06-24" target="_blank">V Smoothe</a>, “The grounds open at 6 PM for picnicking and wandering. Music is provided before the movies, which begin around 8:30, once the sun sets. And if you don’t have a car, no problem! AC Transit <a href="http://www2.actransit.org/maps/schedule_results.php?version_id=1&amp;quick_line=45&amp;Go=Go&amp;r=n">line 45</a> drops you off maybe a 10 minute walk (or less, depending on how fast you walk, I guess) from the Estate and runs until midnight.” The estate is located at 2960 Peralta Oaks Ct.</p>
<p><strong>Saturday, September 26th -</strong><strong> Love Your Parks Day</strong><strong> </strong></p>
<p>Each year, in the fall, Oakland Parks Coalition (OPC) conducts a city-wide survey of Oakland parks to determine their condition. This year the survey is more important than ever due to the maintenance cutbacks. We need lots of volunteers to ensure that all parks are surveyed. The data from our annual surveys is used as a basis for an OPC annual report, 2007 Community Report Card on the Maintenance of Oakland Parks, which is presented early each year to the Life Enrichment Committee of City Council. The written report and a Power Point Presentation are tools used by OPC to advocate for improved and enhanced maintenance services in Oakland Parks. Meet at 8:30am at the Lakeside Garden Center, 666 Bellevue Avenue, Oakland. After a continental breakfast you&#8217;ll be sent out in teams to survey 3-5 Oakland parks. <p>The Democratic Unity Dinner is the county&#8217;s largest party fundraiser. This year, speakers include Attorney General Jerry Brown, Lt. Governor John Garamendi, State Treasurer Bill Lockyer, and Board of Equalization Chair Betty Yee. The Party will be honoring ACDCC long-time member Maggie Gee for all her hard work on behalf of the Democratic Party over the years. The Oakland United Democratic Campaign (UDC) will receive the 2009 Democratic Club/UDC award recognizing co-chairs Elizabeth Echols and Rodney Brooks in particular for their success. The monies raised for this event helps support our six county UDCs for 2010. Cocktails at 6 pm and dinner at 7:30 pm at the Oakland Airport Hilton, One Hegenberger Road. <p><strong>Sunday, September 27th -</strong><strong> Rockridge Out and About</strong><strong> </strong></p>
<p>The Rockridge District Association organizes its annual street festival to attract residents, visitors and new businesses to College Avenue.  For one magical afternoon, 10 blocks are transformed into a street fair featuring live music, cooking demonstrations, artisans and food booths, arts, crafts and kids activities. I&#8217;ve always enjoyed this street festival, but this year they&#8217;re adding an awesome new feature &#8211; a Cookbook Exchange! Bring a used cookbook and exchange it for another (remaining books will go to the Rockridge Public Library). The festival takes place from 11 a.m. to 6 p.m. on College Avenue from Claremont to the Rockridge Library, in the Rockridge shopping district.
